II. 죄 – 모든 인류의 불의함 (1:18-3:20)
4. 유대인과 이방인 모두 불의하다고 정죄 당했다 (3:9-20)
가. 유대인들과 이방인들이 모두 죄 아래에 있다. 비록 유대인들이 이방인들에 비해 분명 몇 가지 특권을 가진 것들이 있다. 하지만, 하나님께서 정죄하실 때, 의로우신 하나님께 모두가 정죄받는다는 것 또한 사실이다. 물론 구약시대의 소수의 남은 자들은 오실 메시야를 향한 믿음 때문에, 그 정죄를 피할 수 있었다. 그러나 그리스도 (메시야)를 떠나서는, 하나님 앞에서 유대인이든, 이방인이든 그 누구도 정죄를 피할 수도 없고, 죄아래서 벗어 날 수도 없다.
나. 참으로, 모든 사람들은 의로우신 하나님의 법에 따라 모두 불의하고 정죄를 받았다 (3:10-12: 시편 14:1-3). 모두가 그 말로써 하나님께 죄를 짓고 있다 (3:13: 시편 5:9; 140:3). 사람들의 입과 그 속의 것들이 모두 저주와 쓴 것들로 가득찼다 (3:14: 시편 10:7). 모든 사람들의 삶의 양식이 죄로 가득차며, 죄로 물들었다 (3:15-17: 이사야 59:7-8). 그 누구도 하나님을 두려워 하지 않는다 (3:18: 시편 36:1). 유대인들이 자랑하고 내세우는 구약정경을 인용함으로써, 사도바울은 모든 유대인들이 완전히 악하며, 그 행위 또한 죄됨을 변명의 여지가 아예 없도록 적나라하게 드러낸다. 그렇다. 유대인들은 자신들이 자랑하는 하나님의 율법에 따라, 마땅히 정죄받기에, 이에 대해 어떤 변명조차도 할 수 없다.
다. 하나님의 (모세를 통한) 율법은 정당하며, 의롭다. 그리고 이 율법은 유대인들이 얼마나, 악하며, 철저히 부패하여, 하나님의 모든 계명들을 지킬 수도 없음을 지적한다. 만약 한 유대인이라도 하나님의 모든 계명들을 지킨다면, 그는 의로운 사람이다. 하지만, 그 어느 유대인도 그 율법을 완전히 지킬 수가 없다. 따라서, 하나님의 은혜가 없었더라면, 로마에 있는 모든 가정 교회의 유대인이든, 이방인이든, 그 어느 멤버라도 여전히 하나님의 의로우신 율법에 따라 불의하며, 죄인이라고 판정이 났을 것이다 (3:20: 시편 143:2).

II. Sin – The Unrighteousness of All Human Race (1:18-3:20)
4. The Jews and the Gentiles are condemned as unrighteous (3:9-20)
a. The Jews and the gentiles are under sin. Even if the Jews have a few advantages over the gentiles, as far as God’s damnation is concerned, all are justly condemned by the righteous God. Of course, only few remnants in the Old Testament period are spared God’s condemnation by their faith in the coming Messiah. Yet in God’s eyes, both the Jews and the gentile are condemned and under sin without Christ.
b. Indeed, absolutely, all are unrighteous and sinful by God’s just law (vv.10-12: Psalm 14:1-3). All are sinful in their speech (v.13: Psalm 5:9; 140:3). Their mouths are full of cursing and bitterness (v.14: Psalm 10:7). Their life style is fully evil (vv.15-17: Isaiah 59:7-8). Nobody fears God (v.18: Psalm 36:1). Here the apostle Paul spares nothing to accuse the Jews of their totally evil thoughts and deeds by quoting their own divine law, the Jewish Canon, their pride and prize. Yes, there are no excuses for the Jews under God’s just condemnation by their own law.
c. The divine (Mosaic) law is just and righteous, and it points out to the Jews how thoroughly they are corrupt and sinful, so unable to keep all the law of God. If any Jew keeps the works of the law, he is just and righteous. But none of the Jews are righteous to obey all the works of the law! Therefore, unless God’s grace is there, all members in Rome (Jews and gentiles) are still declared unrighteous and sinful by God’s righteous law (v.20: Psalm 143:2).
